the bay bridge, but also the richmond bridge, where we had some slow traffic on the richmond bridge, but also because of someone that had a flat tire. let's talk about the east bay commute. we have some slowing on. 880, in case you're thinking about using that san mateo bridge. it's slow in san leandro and san lorenzo. it's moderate on 92. getting over to that span 701. let's go back to the headlines. >> all right. thank you sal new this morning. inflation is slowing down. latest numbers from a government report released a short time ago show prices aren't increasing as much as they were at the beginning of the year. ktvu james torres, joining us now to break down that consumer price index report. good morning, james. >> claudine, good morning to you. well, the reason why we care about this is because the numbers that we're learning today that will help the federal reserve kind of understand whether we have enough confidence to cut some interest rates later on in that year, and that would be meaning mortgages would be more affordable. it would help some car loans as

well as bring down some of the prices at the grocery stores and at the gas pump. just a little while ago this morning, the department of labor statistics released its may consumer price index report, and it is better than what we hoped. it's showing that the all items index stayed at the same rate from april to may, which is essentially comparing the price of what things cost today to this time last year at 3.3. that's the first time that that's happened this year. the april report was the first time it even slowed down when it went up 0.3. and although that 3.3 number is still much higher than the federal the federal reserve's target goal at 2, we asked around to see if anyone saw a difference from april to may, but experts, for the most part, say it's unlikely there would yet be a noticeable difference. >> i'll believe it when i see it, i can hear reports, i can read the news, i can read articles. but when i go out there and i'm paying for gas and

paying for groceries and whatever it is, and all those prices seem to be steady or higher. >> these numbers come after a better than expected jobs report released last friday. that's when we learned the u.s. added more than 272,000 jobs in may, much higher than projected. now, experts hoped that the slowed rate of inflation what we saw in april, hoping that wasn't an outlier. so for inflation not to increase overall month to month, that's a pretty big deal. and that could be enough for the fed to develop some confidence in cutting some of those interest rates. later this year. it is planning to meet today to talk about what we can expect later this year and of course, what we learned earlier this morning. reporting live this morning i'm james torres, ktvu, fox two news. >> all right james thank you. time now 704 new this morning law enforcement in three major cities arrested several suspected terrorists with ties to isis. now, the fbi and immigration and customs enforcement worked together to arrest eight people from tajikistan in recent days. the

arrests occurred in los angeles, in new york city and in philadelphia. the suspects reportedly came into the country last spring. they were not flagged by the government's screening process. >> border patrol agents cannot do investigative interviews. they don't have time like they're supposed to have investigative to find out who you paid, how you came, what did you take? they're not doing that because there's not time. >> now the suspects have not yet been charged with having an actual terrorist plan, but federal agents say they expect a thorough investigation. investigation will show otherwise. >> well, child care providers say they are facing a number of challenges as they fight for enrollment. a study from a national child care organization found that nearly 16,000 child care centers closed between 2019 and 2021. the covid 19 pandemic has only made matters worse. child care programs are now competing with transitional kindergarten, especially as access expands in california,

many child care providers we spoke to say they are seeing lower enrollment along with lower numbers of child care professionals. we never had a hard time having people come in, but ever since they started lowering the age range for t.k. it has taken all of our kids needs at such a young age. >> now, going into the schools, coming up at 730, we're going to go deeper into the issues facing child care providers and why the conditions across california are pushing many of them out of business. >> our time is now. 706 california accused the city of concord of violating fair housing laws and the state's push for affordable housing. a developer first proposed building almost 200 low cost state finance apartments in downtown concord. the city council rejected the proposal, saying it preferred affordable housing spread out to more neighborhoods around concord. the council encouraged that developer to build market rate

apartments instead. the east bay times says state regulators sent a warning letter to concord about a possible affordable housing violation. the city says it's now reviewing that letter. >> a high school graduate in oakland was devastated when thieves stole all of her graduation gifts. just hours after she received her diploma. however a nonprofit group wants to help her get back some of what was stolen. last thursday, soraya pharr went out to celebrate with her family in uptown oakland after graduating from a vision academy high school. now, when they left that restaurant, they found that their car had been broken into and the gift cards the money lay and the presence her family had given her had been stolen. now, oakland's love life foundation is raising money to help the teenager. >> we're hoping the person or persons who perpetrated this crime sees this and knows that we as a community are standing together for our young people.

>> it wasn't really about the gifts, it was about the fact that all these people gave me their money and they gave me their time and in their gifts, and it all got taken. >> now, with the help of donations and a new part time job, soraya says she will be able to pay for expenses when she starts college in the fall. >> our time now. 707 will the governor's office is praising the continuing chp operation for helping to reduce crime in oakland. governor newsom's office says since february, the highway patrol has recovered 887 stolen vehicles, arrested 440 people and seized 47 guns linked to crimes. and this comes as new data from oakland pd says overall crime including robbery, burglary, car thefts and homicide are down 33% compared to this time last year. now, mayor oakland shengtao, in a post on social media, thanked governor newsom and said our collaborative work exemplifies good governance in action with

chp surges. the redeployment of our foot patrols and our revamped cease fire program, we're seeing a decrease in crime across the board in oakland now. the mayor also said there's still a lot of work to do to make sure everyone feels safe in oakland. >> oakland police say arrests have been made in connection to several sideshows. on saturday night, the police released photos of one of the cars that was towed. that sideshow happened on saturday around midnight, and oakland police found more than 300 cars and 200 people there watching as more officers arrived, the crowd scattered and police say they worked with the helicopter to track some participants down and stopped them. five people were arrested. three cars were towed and three guns were recovered. police say they are following up to identify more vehicles that took part this weekend. >> our time now. 709 well, tonight the leading candidates for mayor of san francisco will go face to face in a debate. katie icu is partnering with city arts and lectures and

legal experts say sentencing guidelines typically range between 15 and 21 months behind bars. but hunter biden could receive little to no jail time because this is his first offense. a delaware jury found him guilty of three federal felonies, two for lying on a federal document and one for being a drug user in possession of a gun. both prosecutors and jurors say they viewed hunter biden as any other defendant, and not as the son of the president of the united states was not politically motivated. >> politics played no part in this whatsoever. >> this case was about the illegal choices defendant made while in the throes of addiction. his choice to lie on a government form when he bought a gun, and the choice to then possess that gun. >> hunter biden says he is blessed that he's recovering from drug addiction, and says he is more grateful about the support from his family than he is disappointed by the verdict.

president biden flew to delaware to meet with hunter. the president reiterated that he will not use his powers to pardon his son, saying in a statement, quote, i will accept the outcome of this case and will continue to respect the judicial process as hunter considers an appeal. >> our time now 715. a former antioch police officer charged with misdemeanor assault is expected to take the witness stand today on his own behalf. now, his name is matthew nutt. he's accused of beating a suspect during an arrest two years ago that was recorded by a body cam. prosecutors say the suspect was handcuffed and was defenseless. yet nutt kept beating him. the defense claims nutt exerted moderate force. the suspect was faking a panic attack. our time is now. 716 san mateo county supervisors approved a first of its kind pilot program that gives up to $10,000 to anyone who provides information, leading to a

conviction in a home burglary. now almost 90 homes have been burglarized in san mateo county's district three. district three since january, the district includes 20 different cities in the county, including belmont, half moon bay, menlo park, pacifica, portola valley, and san carlos county. leaders are hoping this six month long program, paid for by $125,000 in measure k funding, will help deter crime. >> that person that would be burglar now knows if they perpetrate this crime, the person next to them, or the person who might know the person next to them can turn them in for significant amount of money. >> now, officials plan to study the results of the pilot program for six months and then determine whether or not to extend it further. >> police in santa rosa arrested two teenage boys for an attack on a high school campus. that attack happened on friday at elsie allen high school. police

accused 217 year olds of attacking a 16 year old boy in the bathroom. the victim's parents took him to the hospital to be treated for minor injuries. police say that attack appears to have been gang related. >> all right, claudine. time is 717. right back to sal castaneda . what's happening on the roads now? >> well, dave and claudine, we're getting some improvement out there, which is good. but you know, we had a couple of issues. the richmond bridge. if you use that bridge, it's going to be slower. things are improving. but there was a car with a flat there for a while, and traffic is backed up longer than it normally is in richmond. maybe one exit, longer than you normally see it. same thing with the bay bridge. it's backed up beyond the maze because of an earlier crash. it's gone. we also had a stalled vehicle up there on the bridge. those are clear. san mateo bridge is moderate. i don't think that's too slow. you can see on the commute here in the south bay. we're getting a little slowing here on two 8101 85. that's not terrible. and if you're driving

normally a time for just celebration, but in connecticut, today's ceremony for one high school is overshadowed by a tragedy in the past. it's going to affect many of the seniors for the rest of their lives. among the graduates at newtown high school are survivors of the 2012 sandy hook elementary school mass shooting, as where a gunman went on the campus and killed 21st graders and six teachers. the victims are going to be honored during today's ceremony. >> well, gun control is a top issue for president biden, who says banning assault weapons is a major priority. >> more children are killed in america by guns than cancer and car accidents combined. my predecessor told the nra convention recently he's proud of that quote. i did nothing on guns when i was president. we all want our kids to have the

pleasanton, there's some slowing. and we have a new report of an overturned big rig that's on the isabel onramp to westbound 580. that one just coming in. fire crews are on the way. 731 let's go back to the desk. >> okay. thank you. sal. well, parents and their youngest children are at the center of a tug of war involving child care. >> and ktvu is andre senior in the studio. now to explain what's happening. that's putting many child care providers out of business. >> well, good morning to you, david. claudine. let's get right to it. across the nation, we've seen a decline in child care programs over the past few years. and according to the century foundation, nationwide, more than 70,000 child care programs are projected to close. and one reason is the expiration last year of the federal covid 19 pandemic support program that kept many centers open. now in the bay area, hundreds of child care centers and providers closed their doors in 2020, as many parents worked from home and watched their children on their own. on top of the money issues, daycare centers are competing with free transitional

kindergarten and some bay area child providers are worried that when the state lowers the age range for tk in fall of 2025, a lot of families will choose to start their kids schooling early. >> before we would have children start at an infant age and then they would age out around four and a half, five going into kindergarten. now they're aging out around three and a half, four starting to go into t.k. >> personally, i've had friends that have wanted to enroll their child into a daycare, a good daycare, and because of the limitations on the amount of children they can have at a certain age, there's no there's no room for them. >> a child care provider we spoke to says they were forced to pick up a second job just to pay the bills. in-home providers argue their services offer more opportunities for one on one interactions. while in tk, your child may be one of 20. in a classroom, they still need the environment of a home. >> they need the environment of

a small social group, a loving, caring group that will, expose and their their life, their compassion, their kindness for others when they're put in a situation with, a lot of the older kids, a bigger group, they're they're learning it too fast. >> organizations that support tk say it's important that parents have choices when deciding where to send their kids. >> the universal preschool was seen as a solution to make sure all children had access to preschool, because not every child enrolls in a preschool program, and it's and the preschool is one of the key indicators for kids being successful as they enter school age, because it provides many learning opportunities. >> as california has one of the most ambitious plans for universal pre-k in the nation. by fall of 2025, tk eligibility is set to extend to all four year olds. the goal here to provide a two year kindergarten

program to prepare children earlier. dave for elementary school. >> all right, andre, thank you. time is now 734. well, the new inflation report came out just a couple of hours ago. it says inflation is cooling down around the country. the bureau of labor statistics says inflation eased last month. consumer prices went up 2/10 of a percent between april and may. that's the smallest increase since october. now the consumer price index samples the costs of goods and services and helps track economic indicators, economists and investors now hope the federal reserve, which will meet later today, may consider cutting interest rates. ktvu james torres will be here at 8:00. he will look at all of these new numbers and what they mean. >> well, in and out is the latest chain to hike up prices on some of its popular menu items. the company says the move is due to a minimum wage increase that took effect in april. those price hikes are different at each location. you

can find the most expensive double double in the bay area at the chain's san francisco location. it will cost you $13.63. the same meal in alameda cost just under $12. customers at the fast food joint have shared mixed reactions about the price change, especially coming from georgia, california prices are a little bit higher, but when i came to in and out and i was spending $20 on a meal, it's definitely something that i did not expect at all. >> i've always heard that in and out treats their employees well. it seems like that's part of their branding, and so we're definitely down to support that. >> so the starting wage for in and out workers is 22 to $23 an hour. and that's based on the location that is higher than the state's new $20 minimum wage. >> our time now, 736 the san jose city council just approved a $5 billion budget. mayor matt mahan says the balanced budget will help move 1200 people off the streets into safe sleeping sites. $40 million will be

invested into new, affordable housing. the new budget will also help the city make beds for hundreds of people living in encampments along san jose waterways. >> it's going to help us finally treat unsheltered homelessness like the crisis that it is. it's going to allow us to comply with the clean water act and avoid what could be very expensive live litigation. >> now, council members say the budget focuses on areas that most are most important to the people of san jose, including preventing budget cuts to popular programs and events. >> glad that we were able to find ways as we came to the end of the process, to restore viva parks and viva k to last year's level, these are programs that are really important to the residents in our districts that we are able to keep the fitness centers open for our seniors is now part of the budget will also go towards public safety priorities, including new automatic license plate readers and also speed cameras for

improving street safety. >> california doctors have placed a measure on the november ballot that's getting pushback from governor gavin newsom. if passed, the measure would force the state to pay doctors more money to treat medicaid patients. last year, governor gavin newsom agreed to pay doctors more, but many of them never got the money. now, the governor is pushing to remove the new measure from the ballot, citing the multibillion dollar budget deficit. the deadline to remove it is june 27th. a san francisco solar company that's valued at $3 billion is getting sued by two former employees. sunrun installs home solar systems, and the lawsuit accuses the company of allowing one of its managers to act erratically and violently in the office. allegations include consuming cocaine, prescription drugs and alcohol at work and repeatedly touching a female worker, telling another staff to bring a gun and shoot a coworker if that person showed up angry. neither the manager or sunrun have publicly responded to those allegations. we have reached out

the east shore freeway. this is all of a sudden we went from a pretty good commute to oh no it's not. it is certainly not now at the bay bridge. it is backed up to the maze because of earlier problems. so we're going to keep an eye on this. we'll be back in just a few minutes to keep an eye on that problem and talk about some other issues. but now at 801, let's get right back to the headlines, rachel. >> thank you. and new this morning we're learning that us inflation is slowing down. a report that came out earlier today shows costs are not going up as much as they were at the beginning of this year. ktvu james torres is live in newark, breaking down the consumer price index report. good morning, james andre. >> good morning to you. well, what we're learning this morning is really meant to help the federal reserve have some sort of confidence on whether they think it's time to bring down some of those interest rates. those are cuts that will be part of a conversation later on. this morning. but say that happens. and that could bring some people relief when it comes to mortgages, car loans and maybe even at the gas pumps and

grocery stores. something that we've been talking about for years now. this morning, the department of labor statistics, it released its march consumer price index report. and it's better than what they hoped. it shows prices for what they call all items, going up 3.3% in may compared to may of last year. that was the same rate of increase in april, which means inflation stayed exactly the same month to month. that's the first time that's happened this year. inflation has increased every month this year up until april, when it slowed down for the first time. but that 3.3% number, it's still much higher than the fed's target goal. they want to be at 2. so we asked around to see if anyone saw a difference from april to may. but experts say it's unlikely there would be a noticeable difference just yet. >> i think i noticed a little fluctuation in the gas. it went down a little bit, but, that's just one aspect of life, right? so there's so many other aspects that are steady, are getting

otherwise. >> a high school graduate in oakland was devastated when thieves stole all of her graduation gifts just hours after she received her diploma. however, a nonprofit group wants to help her get back some of what was stolen last thursday, soraya pharr went out with her family to celebrate in uptown oakland. she had just graduated from envision academy high school, but when they left the restaurant, they found that their car had been broken into and the gift cards the money lay, the presents that her family had given her, all had been stolen. now, oakland's love life foundation is raising money to help the teenager, hoping the person or persons who perpetrated this crime sees this and knows that we as a community are standing together for our young people. >> it wasn't really about the gifts, it was about the fact that all these people gave me their money and they gave me their time and their gifts, and it all got taken. >> now, with the help of the donations and a new part time job, soraya says she will be able to pay for expenses when

she starts college in the fall. well the governor's office is praising the continuing chp operation for helping to reduce crime in oakland. >> governor newsom's office says since february, the highway patrol has recovered 887 stolen vehicles and arrested 440 people and seized 47 guns that were linked to crimes. it comes as data from oakland pd says overall crime including robbery, burglary, car thefts and homicide are all down 33% compared to this time last year. now, in a post on social media, oakland mayor shengtao thanked governor newsom, saying, quote, our collaborative work exemplifies good governance in action with chp surges, the redeployment of our foot patrols and our revamped cease fire program, we are seeing a decrease in crime across the board in oakland. the mayor also said there is still a lot of work to be done to make sure everyone feels safe in oakland. >> well, oakland police say arrests have been made in connection with several sideshows. on saturday night, the police released photos of one of the cars that was towed. that sideshow happened on

economy. the co-founder of cannabis, the state's largest cannabis distribution company, tells sfgate that the market in california is in a slow freefall . overall, sales have been falling for the past two years, according to the mercury news. cannabis companies owe the state more than $730 million in back taxes. the san francisco board of supervisors voted to waive fees for some outdoor community events. mayor london breed made the proposal earlier this year. the fee waivers will be offered to san francisco based small businesses, nonprofits and organizations. now the event must be free, open to the public and occupy three city blocks or less. city fees for events like that typically run from 500 to $10,000, and summer's just around the corner. a new report by wallethub recommends some of the best cities for your next staycation now. wallethub compared 182 cities using four key factors affordable restaurants, recreation activities, entertainment and relaxation, such as public swimming pools and beaches. four
