The launch countdown for the DLC on the PlayStation Store indicates a 12 midnight EST launch for those in the United States. However, we can expect the DLC to have a local midnight release similar to the base game's launch time.
Local midnight release would mean that the DLC will launch at midnight of your local region time. This means that eastern regions will get access to the DLC earlier than western regions.

Pre-ordering any of the editions including the standard DLC will grant players the Ring of Miquella gesture.
The Shadow of the Erdtree DLC is offered in standard, deluxe, premium, and collector's editions. The Deluxe Edition is the only edition of the DLC that includes the base game and its digital artbook with it.
The Collector's Edition will have a physical copy of the artbook and soundtrack, while the Premium and Deluxe Editions will have a digital copy.
Elden Ring DLC Confirmed and Possible Content
New Map and Weapons
The Shadow of the Erdtree will introduce a new map called Land of Shadow along with new weapons, ashes of war, spells, and incantations as shown in the official gameplay trailer.
New Characters, Enemies and Bosses
The gameplay trailer also showed new characters, enemies, and bosses that may be tied to the story of Shadow of the Erdtree and possibly the story of the main game.
The humanoid boss with red hair shown in the trailer is Messmer, speculated to be the third child of Radagon and Marika based on his voice line in the trailer.
Miquella
Miquella's appearance is also teased in the trailer, whether he is an enemy or an NPC is still unknown.
